The Civil Society/State Relationship: Institutionalization within the Context of Social Policies. Lessons from the Program of Assistance to Vulnerable Groups (PAGV), Argentina

This paper deals with the work carried out by the PAGV (Vulnerable Groups Assistance Program). The objectives and experiences of this project here presented and the author introduces this organization’s work in terms of the dynamics and contexts of the social political and economic changes which have taken place in Argentina in the last three decades. An exhaustive diagnosis of the strengths and weaknesses shown by the socio-political work of PAGV is presented, as a coordinator of the actions of several public agencies, organizing their hierarchies in relation to the social and institutional roll which each one of them represents.
