Progressive Housing, a Public Sector Program which Boosted in the Chilean Rural Habitat

Abstract

This programme has been used, as a result of a systematisation of an spontaneous approach to get shelter by the poorest peoples of Chile. Even though it was think to be used as a national housing programme for the two lowest deciles of income of the population, it has the main development due to demand and results really remarkable at the rural areas. When the "Concertación de Partidos por la Democracia" coalition got the power during the presidential election at the end of 1989 whit Mr. Patricio Aylwin; the people in charge of get the main issues of a housing policy for the new government, was in front of a very big problem. The topic was based mainly in the low and bad housing production during the years of the dictatorship. And by the other side, due to the repression of those years, was impossible to get a different way to escape to the problem, producing a big pressure to get a solution at a very short term. The waiting time has been of 17 years, with very few and bad answers, and the expectation was too big. In front of such situation, was necessary developing a programme appropriate for that time, and without a due, that programme was the "Progressive Housing". Because it opportunity, it appropriated answer to the homeless poor people mainly from the rural areas, is why deserve to be called "exemplar Project".
