This paper is part of the proposals aiming at achieving a sustainable habitat and a better life quality for human settlements. The major aim is to incorporate new approches in order to contribute to a more equalitarian urban development as well as to a fairer habitat implementation, specially for the poorest settlements. This paper also deals with the conclusions of the Jornadas de Discusión FOROHABITAT, October 1995 (FOROHABITAT Discussion Sessions) in order to "have an active position against exclusion and discrimination, through activism and pressure to incorporate dimensions which have not been considerad: gender, environment, quality, location, diversity, etc." So an emphasis is put on the need to promote and strengthen social organisations. Conclusions are drawn basad on previous research and specially considering the experiences of a community organisation in Caracas and a proposition is made so as to introduce in the urban policies aspects such as sustainability, participation and gender.
